In this talk, we unpack some inefficiencies and challenges in democratic systems, as seen from the presenter's subjective and simplistic perspective, and we raise the question to what degree technology can help to mitigate these inefficiencies in a fair way. Towards this end, we define "Skeptical Computing" as technologies designed to bring greater transparency to the behaviors of governments and corporations. We will highlight the need for greater transparency and discuss possible instantiations of Skeptical Computing for the concrete example of warrantless wiretapping of electronic mail. If (preparation) time permits we will also give examples of other existing and anticipated technologies and projects that can be understood as forms of Skeptical Computing.
