The Chester W Sall Memorial Awards recognize the best papers published in the IEEE Transactions on Consumer Electronics. CST member Matthias Wählisch and co-author of the paper "A Temporally Scalable Video Codec and its Applications to a Video Conferencing System with Dynamic Network Adaption for Mobiles" was awarded the first place. The award was given and presented at the International Conference on Consumer Electronics (ICCE) 2013 in Las Vegas.
